IPO V5 hunt group overflow failure

i have an 406V2 system running 4.0(7). i have a hunt group where the incoming calls go, which seems to work correctly.

i have a second hunt group, which i have configured as the overflow for the first group. unfortunately, the calls never make it here.

i set the system No Answer timer to 8 seconds.

i set the Hunt Group No Answer timer to 8 seconds.

there is no voice mail.

the phones just keep ringing on the initial hunt group.

i must be missing something, but i cannot find it . . . . .

So your second group is in your overflow list of your first group?
You have valid members in your second group either enabled within the group and logged in if they are hot deskers?

yes.

there are valid members who are enabled. there are no duplicates between the two groups.
