IPO - SBC - J129 Remote SIP Phone

I cannot for the life of me figure this out....I have IPO R10.1 with SBC 7.1 to a remote phone at a users home (J129). Phone is up and registered and i can call out via the IPO PRI line just fine. However, I cannot receiver inbound DID calls to the J129. It shows the invite going to the SBC then i get a 500 Server Internal Error. The SYSLOG on the SBC throws a: ROUTE_NON_INITIATE_CONNECTION_MODE:Cannot route message because Non-Initiate connection mode is selected.

Any thoughts?

Additional Information:

This is on all inbound calls DID over PRI into IP500 to the J129 or and Digital/Analog or any phone registered to the IPO. I see it hit the A1 interface on the SBC then get the 500 Server Error. But again, all 10 digit PSTN outbound from the J129 - to the SBC - to the IP500 - PRI works fine????
