Can I use the Valcom V-2001A hooked to a phone 2 card to make external pages on the IPO alone or do I have to get a VMT-1 input line transformer?

Yes, set the analog extension as a paging port and connect it to the T/R on the Valcom. Set battery feed off. You can also use a trunk port with battery feed on.
