IPO Conference Calling Issues

I have a customer that has to IPO locations, location A is an IPO 412 and location B is an IPOP 406, both systems are running 4.2(11) software.
These two sites are connected via an IP trunk over a PTP T1, there is SCN enabled and location A houses the VM Pro as the centralized VM system.
All calls for both sites come into location A, hits an auto attendant in VM Pro and is distributed from there.
one of the options in VM Pro is there conference bridge(a simple meet me is setup).
I have noticed that when a single conference is in progress sometimes all calls coming into the main auto attendant start to get a busy single until the conference is dropped, I tested one scenario yesterday and had 5 outside calls placed into the conference bridge (called into the customers main number, hit the AA, select the conference bridge option, enter the conference number, connect to the bridge), the next call to try to dial the customers main number got a busy, this continued until I dropped the bridge.
I was watching the active calls list and saw the there were only 5 other calls going on in the system so they had plenty of T1 channels not in use, the main site has a 30 VCM module installed and there were no calls from location B into the bridge.
I know there are more tools that I can use to track this down but I was shooting for any one that might have seem this scenario before, any thoughts would be helpful.

You're not using an Assisted Transfer to send calls to the conference bridge are you? If so you could be running into a VM port issue.

Not using an assisted transfer just a standard transfer from the VM pro, the call originates from the incoming call route to the VM Pro AA module, the module has a prompt to the meet me, that prompt points to a VM Pro short code that goes to a menu that accepts the meet me code then transfers to the conference.
the VM Pro at location a has 8 ports and I never saw any ports in use while I was experiencing this problem, and it was reported to me on a day where the customer had a 12 party conference in progress and they only reported getting the busy after they had all 12 parties on the call.

In SSA how long have the T1 channels you think are spare been idle? Have they ever been used?

Since the T1 is set in a standard ascending, descending configure my first eight channels have been in use no longer than a day and the 23rd through the 15th channels are also no longer than a day, channels 9 through 14 are at 28 days, so yes the most of the circuit has been used but as you can see the circuit is not over burdened. I dont beleive this to be a T1 issue..

It probably isn't a T1 issue but it is something you needed to rule out. I don't think you mentioned on which system the conference is being hosted, is it the 412 at site A or the 406 at site B?
