IPO Busy signal when off hook

I have a remote user that is getting a busy signal when coming off hook or pressing the speaker button, and then are unable to dial. Initiate a call by dialing before coming off hook and everything works like normal.

I logged in as this user from a different phone and experienced the same busy signal. Then deleted and recreated the user account, the problem went away on my "test" phone. A day later the user logged back in and is having the same problem.

I've searched around and I'm not coming up with much. Any ideas on what this no "intercom" issue could be?

When my phone is on Do Not Disturb I get what sounds like a busy tone when I go off-hook. Could that be it?

That was my first thought too. DND is off. Also, I can not dial while getting the tone. Thanks

Does the user have a ?D short code configured?
