IPO 406 DS Embedded vm issue

I am working on a Avaya IPO 406 DS 3.2.65 with Embedded VM. I did a reboot to adjust the time change. When the ipo came back up the embedded vm is busy when vm is called. I rebooted the IPO 3 times and still no vm. I powered down the 406 and removed the vm card and inserted it back in. When the IPO came back online vm is still busy.

Do you think upgrading to 5.0 will solve this issue ?
 
How quickly are you trying to access voicemail after you power up? It takes a couple of minutes to come back online after a power up. If you have waited and still get a busy, use Monitor to see if the system is registering the embedded voicemail card or not. When Monitor first starts, it will list the equipment it sees.
