Are you sure you're doing it at a CMD prompt. If you run it from W7 search bar, it will flash for a second. If you type CMD in the search bar, then right click (run as administrator) on CMD, I don't see any reason why it shouldn't behave normally.

Well, the OP didn't say how they were running the command but it SOUNDS like they were doing from the RUN or SEARCH box. I guess we have to wait for them to confirm.................

Are you opening a command prompt window with Start -> Run... -> cmd <return> THEN typing the command line in that window?
