If by outbound you refer to the new outbound calling feature that 5.0 has you don't need any licenses to activate. Just need to configure the feature.
If that is not what you are asking please be more specific as to what you want to achieve.

can you give me simple steps of doing this as much as possible.
My apologies but I was wrong on my first post. You do need to purchase outbound licenses for the outbound preview dialer feature. You also need to have the premium license package in addition to the outbound licenses.
You can order both through your cisco VAR.
