I've got two CCM, a publisher and a subscriber, do I have to install IPCC on both ?
Actually IPCC Express is installed on the publisher

You can, but you would need the high availiblity linsence to make it work. That kind of set up realy needs its own servers to. So, the real answer is no would do not have to.
