IP500v2 keeps giving waiting for line

I've got an IPO500v2 (8.0.66) with 16 channels of a PRI and 10 IP9608 telephones. All my licensing is valid. The system keeps saying "Waiting for Line" but the smart jack shows no LOS. I am currently running a trace, not really sure what filters I need to set to get a good handle on what's happening. When I got on site today I didn't even have intercom DT. After a reboot it seems to work but this is not a viable option for the customer. Any ideas or questions that may give me an idea as to WTF is going on with this system. Thanks in advance.
 
I forget if R8.0.66 runs impedence match automatically or not. If you look under each line, see if the impedence match is set or not. If it is default, run it for each line. This is important to do for each POT line. It requires a reboot when finished. I would also make sure the system is properly grounded in case it is an issue with static/surge/etc.

Once you have your monitor trace, report to your line provider because it is almost certainly them

A Maintenance contract is essential, not a Luxury.
Do things on the cheap & it will cost you dear

I'm hoping this is enough but not too much info. Don't want to get flamed for too much of a trace. The users are also reporting that they are not even getting dial tone when they try to dial extensions. I'm wondering if this is a bad box.
 
Are you sure you have 16 channels? the system is reporting there are non free :)

Yes. AT&T has a full PRI hitting the switch but it is only licensed for 16. All licenses are valid as well. And I'm not sure why I can make an intercom call either.
 
NO CHANNEL: 34", that's ISDN Cause code 34 = No circuit/channel available.
Could be several things, like broken ISDN modem, channels set to 0 in the Line 1 config, even a lose cable from PRI to ISDN.

You have 16 licenses for PRI channels, is that including the 8 that comes with the PRI card? If not, you could have a problem with the PRI modem being programmed for 24 (or 30 if you are in Europe) Some ISDN modems must have a matching set of channels vs. channels programmed in the IPO to work properly, especially for outbound calls.

And you say you can't even get dial tone internally, sounds like bad hardware to me.
Lightning strikes/power surge lately?

I would start with the following (in that order):
- Check channels programmed on LIME NUMBER 1, and that the LINE ID is 0.
- Unplug/Plug cable from the ISDN modem (does the lines come back then? Any alarms on the modem?)
- Upgrade the IPO again, you might have missed some of the cards last time.
- Change the VCM/PRI to another slot in the chassis, you will have to program the LINE 1 again.
