Technician tells me there is no such thing as an announcement only mailbox...True?

Half truth. With embedded There is such a thing as an announcement only announcement.

Try this:
Create a sequential group.
Turn voicemail off. Have no fallback, no overflow.
Turn announcements on for the group.
1st announcement 5 seconds.
post announcement tone> silence.
Tick second announcement>
Wait before second announcement> 10 seconds
Tick repeat last announcement.
Wait before repeat> 10 seconds.

Add an unticked user for the group.
Using the extension that is a member of the group,
Record the announcement 1 for the group using *92<group number>#
Record the announcement 2 for the group using *93<group number>#

May the force be with you.

Create a voicemail code for your group.
Create a short code #999/VoicemailCollect/?<groupnumber>
Dial short code and near code to get into the box.
Press 3 to switch to the hidden greetings menu.
Record announcement by pressing 2
Save announcement to be played in a loop by pressing 4.

It works well in IP Office mode embedded voicemail. I'm not sure how to do it with Inuits mode Voicemail. Look for the voicemail menu documentation.

I'm even not sure if it works for user's mailboxes but I think so. It's not possible to record loop announcements through visual voicemail.

Or create an Auto Attendant with no Actions.

Optional Settings: Use *8xxx to record the message. Route calls using Auto Attendant sc or Transfer to AutoAttendant in a menu. System will hang up after Inactivity time (default is 8 seconds). You can add Actions such as repeat greeting or transfer to operator.

Caller hears the greeting. They have no available options, so the system hangs up after 8 seconds.
