IP412 (4.1.12) with PRI, certain numbers return busy tone

I have a customer with an IP Office 412 and (1) PRI connected to the unit. They have experienced an issue with outbound phone calls to long distance and 866 toll-free numbers. When the number is dialed through the IP Office it returns a busy tone. When dialed from a cell phone the phone number takes a bit of time to connect and their is a pause or silence upon initial connection and then the greeting comes on. Is their a feature in the IP Office configuration which returns a busy tone if the line appears to be inactive? If so is there a way to adjust how long the IP Office will wait before presenting the busy tone? I have had the customer check the System Status application under active calls and can verify the short code being used is the default 9N. ARS is currently has its default settings. Their only seems to an issue with 866 numbers (and not all of them) and a long distance number 817 area code.
