IP trunking with out joining default cluster

I have an installation with site A and Site B. Each site has its own Micollab and MBG server, they would like to setup 3 digit dialing between the 2 sites. I have read that I can not have more than one Micollab in a cluster. So is it possible to setup direct IP trunking with out joining the remote site to my existing cluster?
 
You can have IP trunks true but you won't have 3 digit dialling between sites.

Why would I not have 3 digit dialing? I added 1xx to my ARS digit dial and seems to work. But customer just reported 13x extensions not working.
