IP to TDM fails on t1

CS1000E, New install...IP to TDM works system wide.

Here is the kicker...I have 50 or so 1140 set programmed, when I try to call out I get rejected. If I out then rebuild the set the call completes. I do not want to out all the sets then call it good....Something is wrong.
Has anybody run into this yet.

Tested all dsp's on each MGC
Outed and rebuilt T1s
Upgraded MGC to latest loadware
Roled TDM(digital card) to same MGC as t1s...3900 sets experience the same result.

Pretty high on the funky meter...

Any sugestions??????

DID IT...One of the first things I tried. Whats even higher on this wierd meter is, if there is a add-on module on a IP set that I rebuilt and there is a dn assosiated to a set that I did not out and rebuild the calls fail. If I out and rebuild the set that appears on the addon module the call completes, but I have to out and rebuild the set with the add-on. Love this 5.0 stuff so far..
