IP phones on different VLAN

I have two MXe III on Cluster, and the controllers are on different VLAN of IP 10.182.102.130-157,Subnet- 255.255.255.224 Gateway .129 and the IP phones on another VLAN of IP 172.16.0.0- 254, Gateway .1. I want to configure the IP phones before taking the to the site but the phones are not registering. eg if i put ***2200plus send key. it does not register. what can I do to achieve my aim.
 
I want to know if I can achieve this with a full network environment. I only have non managed switch and the two MXe III.
 
1. Is there routing between those two subnets?
2. Have you programmed *** as the set registration code
3. Is the ext 2200 setup as the same device type as the one you are using?

I have to assume that point 1 is done as you seem to be getting to the point of entering the PIN. Worth checking points 2 and 3 just to be sure. As routing sounds to be working what have you got doing the routing between vlans? As you have an unmanaged switch I would guess a firewall - is this blocking anything between the subnets?
