IP Phones not working on IP403

I have a used IP403. I got in did a DTE reflash, it comes back up, upgraded to 3 (54) and all pots and digital ports are functioning. IP phones come up download from TFTP server, but when you take off hook I get "Disconnected" I ran a monitor on the sthe IP403 and got :

I think it's a config issues, but I need a little direction. Has anyone seen this before?

this means that you don't have a vcm channel available
do you have a vcm card in the 403 ?

Thank you; that’s it. This unit was supposed to come with a VCM 5, but it's not in here! The 2 analog boards were inserted but not the VCM board. That was it, thank you. LOL!

It was TEA time... (Test Every Assumption).
