I have 16xx series ip phones connected to an IPO and I am using the Avaya IP Office DHCP server from LAN.
For some reason when I reboot the phones the VLAN ID from the phone is lost.

I am manually setting the vlan ID to 300 and it is defaulting to 0.

Any ideas?

Check the option 242 string on the DHCP server on the data vlan, to redirect the phones to VLAN 300

Option 242 –String Value
L2Q=1,L2QVLAN=300,VLANTEST=0,MCIPADD=a.b.c.d,MCPORT=1719,HTTPSRVR=a.b.c.d

a.b.c.d=IP Office IP address on VLAN 300

A default is that if the phone gets no DHCP response on the tagged VLAN when booting for 60 seconds, it'll drop that VLAN and default to 0. That parameter is in the 46xxsettings.txt file as VLANTEST 60.

Presumably, the phone isn't getting any DHCP response for 60 seconds when booting.

Thanks!
and where on the SD card is the 46xxsettings.txt file located?

Standard it is not on the SD Card and if it is it is in the System/Primary folder.
If it is not then it is autogenerated by IPO, browse to IP Address>/46xxsettings.txt
Then you see the autogenerated file, save it as a txt file, edit it at will and copy it to the above mentioned folder.
Restart the IP Phone and it will load your settings file.

That is great tip! Thanks intrigant. I couldn't find the file.
I will create this file and will put it in the system/primary folder so the phones can take these settings.

Thanks!

Why not use LLDP and a Voicevlan to force the station into the right vlan?

I have gone tru a detailed document, and I believe that the most practical thing to do whenever you do not have an advanced DHCP server such as the Microsoft DHCP, or when you do not have a DHCP server that supports the inputting of these parameters is to set the VLAN_TEST to 0, so that the phone does not default to VLAN 0.
If you leave the setting VLAN_TEST to 60, the phone will revert the VLAN ID to VLAN ID 0.

I think that is a bad advise from both, LLDP is complex to setup and doesn't traverse a routed network, a DHCP server not capable to use scope options is to avoid but if the scope is limited you can use manager as a DHCP server with another range for Avaya phones only.
Not the best setup but for small networks it will do its job without a problem..

The easiest deployment is with Avaya PoE switches. Run the IP Office script and wallah! LLDP and Qos are automatically setup for you along with your voice and data vlans. Can't beat that! Especially if the customer's IT doesn't know what the heck they're doing.
