Does anybody know a free application for IP Phone services development ?

Notepad is a great a tool for creating Web Services. Although not technically free, it comes with just about every MS operating system.

Yes, but I want something like SDK. The problem is that on Cisco site I found only SDK for CallManager 3.3, and I'm running CallManager 3.2. Where can I find SDK for it ?
 
Most of the 3.3 SDK applications should work with with CallManager 3.2 - I was using them before I upgraded. The SDK won't actually help you write your own apps (other than giving you the syntax of the XML), it only gives you some demo apps and a few utilities for working with different image formats. Computerhighguy is right... unless you want to shell out $15000 for Aptigen ( then you're stuck writing them by hand.
