IP phone "S1 Retry Count" parameter

Will increasing the S1 Retry Count parameter allow a phone to attempt to connect more times to the Sig Server before rebooting?

The problem I have is a temporary bandwidth issue with remote phones and they are rebooting when losing connection for a few moments. We are working on resolving the issue in the network, but would like the phones to be more resilient before dropping to local mode.
 
So this is a Branch Office? You could always set your s1 address as the main site until you get your network issues resolved
 
I could do this at a site but besides changing the DHCP S1 setting the way the phones are set up I would have to change each one's node ID.
 
I assumed the Node ID at the main and branch would be the same, otherwise how would they go into fall back without intervention? I suppose you could just adjust the retry count to 5 or so.
