IP Phone phone issue

500 V1 5.0.18 software
Two Ip phones (5610), hardware vpn, Cisco AS5505 at remote to another cisco. Business class internet service at users home.
Phones at a users vacation home, unused for weeks at a time. When user goes to use phones, phones say discover and the IP address of the phone system. Unplugs them and 5 seconds later they are back up. This is driving the user crazy. Have spent hours on phone with Cisco. Cisoco assures me tunnel is not going down? Any ideas? thanks
 
Maybe tunnel is not goign down but the phone cannot reach the ipo anymore.
The phone sends a keep alive packet and that packet does not find the ipo.

There is definitely something wrong.

I have been considering having them take one of the two phones back to thier office and plug it into a port on the network and see what happens with the phone.
