IP Phone Ext. Number Assignment 1

I am having a problem assigning an extension number to a 9641G H.323 IP Phone.
It will work when assigned ext. ID 8000 & ext. number 300. However, if I assign ext. number 101 I can get it to work until I reboot the system then it defaults back to 300. What do I need to do to make it stay at 101?

Login to the working phone with pressing the mute button once and type "craft" on the phone and then press the # button.
Then go to the option to log the phone off.
It will request a new extension number and make it 101.
