IP Office stopped, Collab Srvs and OneX Portal yellow sign

Hello beautiful people!
After accomplishing to connect IP500v1 R9 to SE Subscription R11 through a SIP trunk, SE is running in a Dell R230 and I have no VLAN configuration on any of the devices.
I had an issue with IP Office not starting up on SE, after the Dell Server restarted.
We had hard rain a few hours ago and the Dell R230 went off for a few mins. I just remembered that I had forgotten to enable AC Power Recovery under BiOS Security Configuration before installing Avaya IPO SE.
Would the Avaya IPO be stuck for that reason on SE? Or would it be stuck for not enabling VLAN on both the IP500 and on SE?
I logged into the IP500 and noticed it's IP address came back to the old config (ending with .20), But before the incident, I had it changed to .50, since the SE was set to .20.
I reconfigured the CU's IP to the latest .50, but yet, the SE won't startup IP Office.
I login to 7071 web service, I see all Avaya services ticked, but IPO is stopped. I press start, it grays out but the. Comes back to start and won't start up.
 
The IP Office service on Linux-based server will not start if it detects it LAN1 and/or LAN2 address already in use. You may have hit that.

An unexpected power off shouldn't have messes with the HD - unless you were doing something like at upgrade at the time. My first step would be to connect a monitor and keyboard to the server, restart it and watch what happens. It it all appears to have started but still no IP Office service, try connecting on port 7071 in the hope that the web control/platform view menus are accessible.

Stuck in a never ending cycle of file copying.

Yes. I have restarted Dell Server, I am able to login on 7071 port service to view the web control platform, but still no IPO response. It keeps showing Stopped.
I even stopped the virtual server and have restarted it.
My Dell Server is running Virtual IP Office Subscription 30 day trial, on HyperV Servers. As I login and click on Updates tab I noticed one thing: IP Office Demo Default Config and IP Office Demo Status show: NOT INSTALLED, while all other features are UP TO DATE.
Would that be the use why IP Office is not starting?
Dell Server LAN port 1: 192.168.42.23
HyperV VM Virtual LAN #2: 192.168.42.22
Additional VM LAN: on DHCP
VM IPO LAN 1: 192.168.42.20

@sizbut: Does the IPO server reset the IPO's LAN1 value to defaults, after a cold restart?
