IP Office SNC Issues - cannot logout/in phones

Issue with being able to login phones registered on main system to the remote system.
SCN is up and running and can dial across. We are able to logout/in phones that are registered on the remote system and login on the main system. We cannot do the opposite - phone extensions registered to the main system cannot be logged in at the remote site - “login attempt failed, no licenses available”.
Main - IP Office V2 with 9.0 sw, Essential Edition and 8 channels of Voice Networking Licenses - 9500 series phones.
Remote -IP Office V2 with 10.0sw, Essential Edition and 8 channels of Voice Networking Licenses - 9500 series phones
 
Does anyone have any thoughts on what may be causing this?
 
Well you have 2 issues before you even start.

1) Those systems versions are no longer supported by Avaya...
2) Those systems are 2 major releases apart, so even if they were under support, Avaya would not support you.

My opinion? Sounds like a bug, but not one you'll get fixed due to the aforementioned reasons.
