I notice a trend that small customers buy the IPO because you can buy it cheap and have an OK voicemail with it for free. Up until about 10 phones that is OK (digital phones not IP)
Then there is another trend with big customers that are almost outgrowing the IPO already to start and should go CM they buy it because it is way cheaper than CM and they don't care about the better redundancy of CM because sales tells them otherwise to get the sale of an IPO rather than no sale for a CM.
Buying the hardware (HP or Dell) just so that you can load a proprietary software of another brand on it is nuts and I agree with tlpeter that the specs need to be met and that's it.
