IP Office R9.1 Resiliency

I ran into an issue today with a configuration that I previously setup. I have a site that I will call site a and a remote site connected with mpls and a PRI. I have all the proper licenses on both. The customer has alot of small remote sites with 9608g phones connected through vpn's back to site a. They also have all their servers located off site to a data center. That is were I installed the remote resilient system. I tested the ability if the PRI at site a goes outbound calls went out fine on the remote sites PRI. The trouble that I found is that site a had a power failure today and the system and mpls was down rendering my remote site useless. The customer IT department never configured the remote sites vpn firewall to fail over to the vpn network to the remote site system. I was wondering if I plugged the remote system into the vpn network will the phones connect to the remote site without them changing the call server IP to the system connected at the remote site? Thnaks in advance
 
If you have Resiliency enabled on the SCN line, then the phone should save the 2nd IPO IP as a failover. and its getting this from the auto generated 46xxsettings file.
This would work in VPN or MPLS connection.
