Ip office pots line wont work

Ip office 11 new installation. Essential, Pots line connected and enabled on the system.
The 9508 sets show the symbol like no line is present on one the line port. Dial tone is there on the rj11 connected to
the line. After looking closely there were two cordless phones connected to the line. After disconnecting the cross-connect
for the wireless phones, no change on the system. Still won't work.
Rebooted twice.
No luck.

 
Check System Status. You should see In Service in the Channel Admin State column, Idle in the Current State column.

If you see Out of Service in the Current State column, double check the modular plug, and that it is centered in the port on the card
