Ip office point to point: three PBX's and a shared centralized VM Pro

So, Comcast just crapped out on one of three IP Office installs in a tight geographic range. They wont drop a circuit, its too long a run and over a state line. Now we have No VPN tunnels for the IP Offices. Instead we have two PTP PCM standard T1 circuits, with two termini at the central IPO that hosts the VM Pro and one terminus each at the satellite IP Offices. All three have PRI cards and licenses aplenty. I can find Avaya tech tips and training materials on unstructured T1 connectivity, but that looks like Ethernet to Ethernet, which leaves us 1 port short. How does one tandem switch three IP Offices using PRI over a private line, no layer 5 switch in the loop?

I wonder if no one here knows what tandem switching is?
