IP Office issues 1

Hello;
We recently upgraded to IP-Office from a CM environment.
There is a person who is hearing impaired and uses a close-captioned device, which is analog. I ported his extension 555-444-1234 to Verizon with the intention that Verizon can forward that number back. Verizon told me I had to assign another number and they can point his extension 555-444-1234 to that number and I can do whatever I wanted with that second number. I assigned 555-444-9999.

Here is the problem.
We can reach him with 10 digits only; however 4-digit extension dialing fails.
Is there anyone who knows a way in the ARS- tables to insert and delete so that callers are dialing 4 digits but the engineering does the digit manipulation, unbeknownst to the caller?

Any help is greatly appreciated.

Create a 4 digit shortcode that dials the 10 digit number.
Or you could create a user with the external number as mobile twin.
