IP-Office dial plan RTU

I currently have an Avaya S8500 server, which handles a large campus of buildings- we are looking to upgrade our outlaying buildings phone systems from Legends to IP-Office.
I would like our Campus PBX and outlying buildings dial plan to be unified.
Questions- Will I use up my "Right To Use" on the PBX side when combining the two systems dial plans?

What model of Voip phones do you like for a standard user on the IP-Office System? What model Voip telephone did you use as attendant console?

The IPO uses IP endpoint licenses.
You can connect several IPO's together which is call a SCN (Small community network)
You must use unique numbers and names.

I like the 9608 very much.

So when connecting an IP-Office back to a larger Avaya S8500 system the two systems can use a unified dial plan and the IP Office will use it's own user license?
