IP Office auto answering call on hold

I have a new IP Office 11.1 system installed and have a problem. When a user has a call on hold and is on a second call, the user hangs up the first call and the on hold call is auto answered. Even if you hang up the handset on the live call the on hold call will answer via speakerphone. This is not ideal and it's something I haven't had any issues with before. I feel like there should be a setting for this but haven't been able to find anything. Phones are J179.
