IP Office 9508 FW loading after reboot

Is there a way to halt the FW from being downloaded to the sets after a reboot it takes 10 mins to complete?

Let it update once. Then it will not load it anymore.

How do I stop the system from loading the FW
Once the FW is downloaded to the 9608 shouldn't it not download it again
The FW file is 9500R39.Bin

Find the firmware in the Primary folder and rename it so it can't be downloaded - phone will get a 404 and move on to the next step

So... Is it a 9508 or 9608??? The digital 9508 will download it once unless you upgrade. The 9608 will download files every time it is booted and there isn't much you can or should do about that.

What release is the system?
Maybe Avaya screwed up something in the system that forces firmware downloads in that release like it did with the old 5400 series phones.
