IP office 9.0 w/paetec SIP outbound issues

I have a 9.0 ipo that is connected to a adtran 9.08e providing SIP from the Paetec network. I can receive calls fine, but when I try to dial out it is sending INVITE tel: +192.168.33.254 SIP/2.0
I have a separate ARS route that I am using for the SIP calls. The entry is N tele number N line code 18
18 is the line code I have set for outgoing in the sip uri tab. I have registration so that is good.

Any Ideas?
