IP Office 6 UPAM TOA amp interface

I am attempting to interface our new IP Office with our existing TOA Amp that handles our over head music/paging.

I have a UPAM, have a port set to IVR(Loop Start?). On the back end I have a TOA 900 with U-11, U-01, U-03 Modules.
TOA 900 modules

I have configured the UPAM according to the manual for loop start trunk. When you dial the paging extension it will ring and never pick up, UPAM powered or not.

There are two wire which run to the TOA in the back, I have punched these down to the PT/PR. If you put a cable tracer on these wires it will cut into the playing music and you will hear the trace tone.

Originally these two wires were RJ-11 terminated into our old Merlin Legend PBX in a trunk port.
 
Okay so I finally figured it out.

Install a U-03R module in the TOA 900. Mount and connect the WMT-1A(600 ohms) to an analog port set to paging. Adjust the cut filters on the U-03R until there is no hum.
