IP Office 500 voicemail ports getting hung up

I have an avaya ip office 500 rls 8.1 basic in pbx mode. When a call comes in and is answered at extn 10 , then transferred to an extn with voicemail,the voicemail picks up, but line at extn 10 stays busy. You have to physically hang up the line button . Once 2 calls get hung up , the third transferred call just rings continually. I am guessing it is because the 2 vm ports are busy. Is there a setting somewhere in configuration that will make the line release? I have looked at system config and trunk lines, but I haven't found anything .
The system is in pbx mode. They have 4 loop start lines. If a call is answered and you hang up without transferring to voicemail, the line disconnects within 5 seconds.
Any ideas? Help please.
 
Analog lines -> ask the provider for "disconnect clear signal" on the lines
if not possible
-> disable voicemail
or
-> get digital lines ( BRI/SIP )

I don't think the problem is with the disconnect clear because the line at the extension itself is staying occupied and only when the voicemail kicks in.

Delete the user, reboot and recreate the user

I agree with Westi. The clear disconnect did not work . What user are you suggesting that I delete and rebuild? Extension 10?
 
If I read this correctly you're in Basic mode, which means you have a key system, and a line appearance on extension 10, and explains how you 'disconnect'at ext 10. If you have some sort of FIOS it will most likely be no clear disconnect. I have to go round with our local cable company on every IPO that uses their service. Tech support usually has no idea what I am talking about when I call (they sell TV and have no clue how a telephone works) If the call is answered by an extension, the IPO will handle the disconnect. Otherwise it is the far end that has to provide the clear disconnect.
