IP Office 4.1 issue with a Visually Impaired analog phone

OK this should be a good one. Old IPO 406 4.1 version with a PRI.

I have a customer that ordered a Clarity plus analog phone. This is for a visually impaired person who needs to hear the caller ID announced.
I programmed analog station and have tried several Caller display types but I can not get it to announce the name or number from outside caller.
It will display the caller ID but just announces the call is from External.

I can call internal from phone to phone it will show the extension and announce the name of the person calling.
If I call from outside office to a digital phone the Name and number show up. So not sure it would be a provider issue not sending correct format.

Not sure what else I can try at this point. Was looking for some ideas if anyone uses this type of phones and what type of programming they do.

Does anyone use any type of Hearing Impaired phones that announce the Caller's Name and number? Any special programing?
