Does this go through a VMPro AA or an Embedded AA? Run a Monitor trace with the right options then check the targeting. If you don't know how to do this, then find a Maintainer who can.
try looking at the users forwarding tab to see it this is forwarding to a short code that has a time of day schedule associated with it, you never know
