IP Heartbeat Failure

I recently downloaded Ethereal Network monitor just to mess around with it. When I captured the packet traffic on my NIC, while I was uploading a file to my webserver using the browser based file manager, I noticed that about 1 in 4 packets were being retransmitted. Is that normal? I also checked the details section on the NIC and it reported that quite a few packets were being sent with "Heartbeat Failure". What exactly does that mean and are these related in any way? Thanks a bunch.
