Use MAC filtering and block their MAC address when you see the IP address conflicts. You might have to use arping to find the offending MAC when you get the call about the address conflict.
Once the user figures out that you can ultimately block them if they choose to snag IP addresses at random they will be more likely to contact you before connecting to your network.

you will have to post more information about your problem:
why don't you apply policies to their pcs to stop them from viewing the network and dial up connection option? that will help you alot.
if you have w2k it will be easier to do.
