IP Changed of Secondary on virtual Server and resiliency does not work

Hello everyone,
I did the procedure recommended to change IP of SE Secondary The secondary seems to be online and green but when shut down primary phones did not register in secondary although I wait a lot of time. In SSA of Secondary appear error "The System ID has changed: You must acquired licenses based on new System ID"
The license of Secondary seems to be OK because point to Primary, and appear licenses "Server Edition 1 Valid, Sip Trunks 5 Valid"

I appreciate any suggestion about this issue
