IP 500 with a 16 line analog trunk pool...intermittantly get dial tone

I have installed an avaya ip 500 with a 16 trunk analog module. All the lines are in the same group and is working fine except for one issue.

Intermittantly when a call is made we get a dial tone back.

For example i dial 9 and get a dial dt.
i then proceed to dial the number 1 plus the area code.
after 4 secs instead of the call connecting i get a dial tone back...if i try to dial the number at this point i cant break the dial tone.

The lines are from paetec and come in on a t1 connected to one of those adtran routers with a 25 pr tail cut down on a 66 block.

everything worked fine with the partner system with the same config, any help would be appreciated.

can you paste some traces of the failed calls?

Perhaps a loopy ARS is giving errant DT.

It's people like you who generalize.

Have you tested the lines @ the Adtran device with a test set? May be one one the ports on the Adtran is defective.

Verify the wiring from the block is good and the bridge clips are tight.
