Ok-this is a strange one.
I have tried every protocol setting to no avail and I even talked to Catalyst support and they had me add a string to the no user Source Number but still no luck.
Replaced the PRI card-no luck.
In testing with Verizon we could complete calls out when only ONE channel was in service but when we bring the entire circuit in-service,Bam-waiting for Line.We proved this on channels 1 and 23.
I tried programming only the last 4 or 6 for outbound,no deal.
Does anyone have any ideas?

Providor issue I'd wager, obviuosly not the card, don't they have a ISDN emulator (we use Trend) that can act as a line to the system, I'll bet it works then :)

Yeah I would bump it up to 4.2.23 then post ISDN traces if it still fails.

Use system monitor unless of course you are a Tard then it IS the fault of the pbx.

OK-sucks being a VERY part time IPO guy.
It is a license issue.
Only 8 channels default without a license upgrade.
Works perfect now.
Thanks all-

That may explain it. Since channs 1-8 are active yet you have provisioned from 1-23 then an outgoing call will try channs 23-1.

Use system monitor unless of course you are a Tard then it IS the fault of the pbx.

Not being experianced with T1's don't they sense when a channel is actually active before using it? As an example on an E1 you can leave all 30 in programming but it will only ever dial out active channels :)

Well it should but 4.1.12 surely hoses analog trunks just as he has described so probably the same for PRI.

Use system monitor unless of course you are a Tard then it IS the fault of the pbx.
