IP 4620 Phones Hanging on "46xxsettings.txt" File

During a IP phone reset 4620 phones reset and then hang for 17-18 minutes on the "46xxsettings.txt" file before they are operational. Some sites where I have installed these phones display this file for a few minutes at the most. I have two sites presently that are hanging like this. They are S8300/G700 sites. Anyone out there familiar with what might be causing this?
 
Do you have a TFTP with the 46xxsettings file?

If not, it is normal for the phone to search for the TFTP and try to download the file. It tries for a few minutes and then proceeds with the boot sequence. 18 minutes is a long time...

If you have a TFTP with the 46xxsettings file in a central location, then network delay could cause this.

Try installing a TFTP in every site you have IP stations.

Thanks Petran, I do indeed have a TFTP server at each site. It is the /tftpboot directory of the S8300 itself. In this directory I have placed the 46xxupgrade.scr (not edited), the 4620 IP phone boot file b20d01b2_1_3.bin, the 4620 IP phone application file a20d01b2_1_3.bin, and the 46xxsettings.txt file (this file has been edited to remove (1) the web interface button that appears on the phone, (2) deliver an IP address for an FTP server for backup/restore, (3)set AGCHAND to disable, (4) set AGCHEAD to disable, (5)set IRSTAT to disable, (6)hardcode PHY1STAT to 100/Full, and (7)hardcode PHY2STAT to 100 Full. I have also tried the TFTP server with a default 46xxsettings.txt file download from Avaya's website and received the same result, namely, 18 minutes of hesitation.
 
It looks that everything is as it should be (as long as you have opened port 69 on the S8300 firewall).. Try this..

1) set speed/duplex of the phone to auto (set it using the dial-pad, remove the PHY1STAT setting on the 46xxsettings file) and set the switch port to Auto neg. also

2)make sure you did not miss a file needed by the phone. To be sure put in the /tftpboot directory all the files that are included in the firmware zip file that you downloaded from Avaya Support site.

2) Use a sniffer to capture the packets that the IP station receives and then examine them (connect the phone to a hub, the hub to the switch and a laptop with the sniffer on the hub).

If you see that the TFTP sends packets correctly then the problem is on the phones. If not the problem is probably on the S8300 or the network (switch/VLAN/firewall)...
