Did Windows Update enable Windows Firewall? If so turn it off or try running this:

That's btw the reason why we usually disable the windows update, it sometimes breaks stuff.
Most of us learned that with earlier releases that were even more sensitive, a harsh word could bring the system down already, nevertheless a new dll file in the system, LOL.
