Internet recipients not receiving delivery reports

We have recently migrated from Exchange 5.5 to Exchange 2003, external users who ask for a delivery report are no longer recieving them.

This worked fine in Exchange 5.5 but now has stopped, any ideas ?

We're having the same problem at the moment with our set up...

In system manager go to global settings:
click on the default policy and bring up the advanced tab
the setting you need is there and has to be enabledc
