Internet providers face risk of libel

The question then becomes whether or not the service provider does "cooperate actively in the publication", and I don't think they do, as they are in reality fall into the conduit category. I would hope that simply providing the medium does not constitute active cooperation with publication.

It depends. Is the organization a conduit or a distributor?

ISPs, it seems to me, fall into the category of "conduit", which seem to be immune from liability. This is backed up the the CDA.

Unless I've missed something huge here, I don't see how this is any big deal to true ISPs. Mr. Egelko (the author of the SFGate.com article) seems to think differently, but I can't follow his article well enough to tell whether he actually backs up the claim in the title.
