My Internet Mail Service queue Outbound Messages Waiting for Delivery will fill up with e-mails sometimes and no e-mails will be able to get out. If I restart BDC though the e-mails immediatly go and everything seems to go back into normal operation. This problem has occured on and off for the last two months up to twice a day.

Probably you have to check your mail and Outbound Messages options. It might be some software conflict.
