Internet Explorer will not load "new windows" 1

Whenever a hyperlink is selected that opens a new browser window, the new window pops up, but is completely blank.

Anyone seen this?
 
I agree with the carr reference, but try my shorthand version good 70% of the time:

Open a notepad session and copy/paste the below into it. Save it as IE-fix.cmd

regsvr32 urlmon.dll
regsvr32 Shdocvw.dll
regsvr32 Msjava.dll
regsvr32 Actxprxy.dll
regsvr32 Oleaut32.dll
regsvr32 Mshtml.dll
regsvr32 Browseui.dll
regsvr32 Shell32.dll

Save the file, and double click IE_fix.cmd and answer the prompts.

Sometimes there are other issues. An excellent troubleshooter of this issue:
 
I reinstalled IE6.0 and it's back to normal.
 
Blank pages when clicking on links that open new explorer sessions is caused by an attempt to install an older version of Internet Explorer over a newer version.

Unregistered the urlmon.dll entry in the windows registry before bringing the message that "the current version of IE is newer than the version you are trying to install".

Once left unregistered, blank boxes begin appearing. Thus running regsvr32 urlmon.dll from the run box re-registers the unregistered component. The main give away for this issue is the completely blank box, with no error messages
