To stop IE or anything else from automaticly dialing the internet, go into Internet Options and choose something besides, automaticly connnect under connection. You can try, never dial a connection.
As to what is causing it, do a ctrl+alt+del and see if anything that would normally use the internet is running.
Also, go into msconfig, start>run type msconfig in named, and see if anything is set to start that would use the internet. If there is nothing that you can see, uncheck everything except systray, loadpower profile and reboot.
See if it does it then. If not, go back and put checks back in but only a few at a time and reboot, testing each time to help narrow down what program could be causing it to dial out.
This happens to me occasionally too. Usually it is spurred by another program wanting to get online. Lets say Im just browsing through some files and I click on a save website, it may start connecting. To solve this, I downloaded Zonealarm and the next time Explorer asked to connect to the Internet, I made it its last.
