Internet Explorer 6 cannot access hotmail or windowsupdate

I have a computer that I have been given to try to fix. Internet Explorer will no longer access windows update, or even bring up the hotmail page. It appears I cannot connect to any secure sites, though I haven't tested many. I have tried to "re-install" IE6, but it so far has not worked. I have also reset all defaults in Internet Options. Firefox seems to access all sites with no problem. Any thoughts or ideas?
