Internet Explorer 4 completely failing to load on NT4 Terminal Server

Internet Explorer 4 does not load the browser at all on NT4 Terminal Server. No error messages are given. Internet Explorer 4 is available in add/remove programs but when you click on uninstall it just flicks back to the add/remove programs front screen and internet explorer 4 still shows. I have tried to install internet explorer 5 - but this only goes to the accept licence agreement screen and then errors saying I need to check all programs are closed (which they are - I have tried to do this immediately after a reboot).

Has anyone got any ideas on what else to try?
 
Check in c:\winnt for active setup.log or any active setup.* files and rename/delete them.

Also check

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\PendingFileRenameOperations (Session Manager has a space in between words)

and delete this key if it is there(after backing up the registry of course).

Then try to reinstall IE 5.

Thanks for your help. I tried this - renaming the active setup files - there wasn't a registry key for the setting you mention - but still no joy with installing IE5 unfortunately.
